上海城市交通建设中的可持续发展战略

Sustainable Development Strategy for Urban Infrastructure Construction

城市交通设施建设和交通管理是保证城市可持续发展不可残缺的必要条件之一,故用可持续发展的概念来重新审视交通建设的历史和现状是十分必要的。文章提出了弱持续、中持续和强持续的概念,以此从宏观和微观、供给和需求等方面对上海的交通设施和管理状况作了粗浅的分析。针对上海的现状,应采用中持续或强持续的设施建设战略。在交通管理方面,根据现状,建议“采用高新技术,实施有限畅通”的原则。以此为基础,建议了交通建设的优先领域。

The urban infrastructure construction and traffic management is one of the necessary conditions to support the sustainable development of city, therefore to review the history and the status of practice about the infrastructure construction and traffic management based on the view point of sustainable development is in need. For this reason, a concept of weak, medium and strong sustainable development was developed. Based on the concept, the supply and demand of both infrastructure and traffic management in Shanghai were analyzed from both macroscopic and microscopic stand points. In the light of the situation in Shanghai, an infrastructure construction strategy which meets the requirement of medium or strong sustainable development concept and a traffic management strategy keeping smoothly in limited area were proposed.
