简述了沈阳市污染源在线监控系统建设发展历程。明确了围绕特许经营方式各相关部门的职能,分析了特许经营方式在解决传统运营管理存在问题及所显示的有效利用资金、缩短建设周期、统一封闭管理的优势,指出施行特许经营方式能大力提高系统监管效能。
The development process of on-line monitoring system for pollution sources in Shenyang was described. The duty of each department was defined around the method of franchise. The franchise method was analyzed to solve problems of traditional operation management, to effectively use funds, to shorten period of construction, to unify closed management, and to improve the operation of system for pollution source supervision.
