摘要 烟叶采购混合订单分配问题包括卷烟企业烟叶供应商选择和订单分配优化两个子问题,是卷烟企业资质认证采购和供应链优化的基础。综合考虑供应商选择和订单分配优化,以最小化隐性和显性采购费用为第一优化目标、最小化供应链循环时间为第二优化目标、最小化品质负差为第三优化目标,建立卷烟企业烟叶采购混合订单分配模型;利用组合赋权法确定目标权值,提出基于内置换、内外置换、取舍三种基本操作的烟叶混合订单分配启发式算法。利用该模型与算法即可确定供应商备选集合及其优先顺序和订单分配方案。实例表明所建立的模型与算法行之有效,为卷烟企业供应链优化提供理论支持,对卷烟行业的资质认证采购具有现实指导意义。 The procurement and mixed-order allocation problem in tobacco enterprise, mainly including the original material supplier selection and order allocation, is the basis of optimizing qualification certification procurement and supply chain. Considering the selection of suppliers and the optimization of order allocation, we establish a procurement and mixed-order allocation model for tobacco enterprises by taking minimization the recessive and dominant procurement cost as the first optimal aim, and minimizing cycle time in supply chain as the second optimal aim and negative quality distance as the third optimal aim. The weighing in multi-objective function is obtained by applying the combo given-weighing method, and the mixed-order allocation heuristic algorithm based on three basic algorithms such as internal exchange, internal and external exchange and delete-or-not to determine the supplier set ready for selection, its priority order and order allocation scheme. Finally, the instance indicates the model and algorithm are so effective that they cannot only provide theoretic support for optimizing supply chain in tobacco enterprises but also have practical guiding significance in the qualification certification procurement.
