浅谈水电工程招标制度中存在的问题及对策

Problems existing in bidding invitation for water conservancy and hydropower project and countermeasures

介绍了目前水利水电工程招标工作中存在的"围标"、"挂靠"、"串标"现象,分析了现行招投标制度中容易产生这些问题的原因,总结了广西水利电业集团实行设计动态标的、分散招投标权利、严格退出机制、追究违约责任等一整套办法的经验,实现了对招投标的有效监管。

Based on a brief introduction of the phenomena existing in current bidding invitation for water conservancy and hydropower project, such as besieging biding, bidder nominally attached to a major company, colluding bid, the author analyzed the causes for these problems and summarized the experience of Guangxi Water Resources ＆ Electric Power Group in effective supervision and administration of bidding work, including dynamic bidding objectives, decentralization of bidding rights, strict withdrawing rules, taking action against those violating agreement etc.
