The fundamental rights of citizen, as required by the situation, are to be restricted in the emergent state in many countries. This article will make a comprehensive description of the present restriction and protection of the fundamental rights of citizen in the period of emergencies, and, connected with the practice, make a logical analysis on it in such period.
