清末报律颁布前后的报界反应

The Press Reaction before and after the Promulgation of the Press Regulations in the late Qing Dynasty

制定报律是清末全面改订旧律、制定新律活动中的一个重要内容,于1898年首次提出,到1911年清末最后一个报律《钦定报律》的颁布,共历时13年,大致以1906年《大清印刷物专律》和《报章应守规则》的颁布为界分为前后两个阶段。本文就这两个阶段的报界反应作一简要分析,借以揭示各种在野的社会势力对清政府领导的新政、立宪的要求、态度及相互间错综复杂的矛盾冲突。

To revise the old laws while set up a new one,for the late Qing Dynasty,one of its most important approaches was to stipulate the Press Regulations,the first of which was issued in 1898.The promulgation process took 13 years until the last Appointed Press Law was publicized in 1911.The year of 1906 was regarded as a division,when the Qing Dynasty Special Printing Law and Press Rules were promulgated.This paper makes a brief analysis of the reaction of the press to these regulations before and after 1906,to reveal thoughts and requirements of all kinds of out-of-office social forces on the new political polices implemented by the Qing government,and the complicated contradictions and conflicts at that time.
