从广义交易成本理论的视角重新定义了高技术产业软环境,分析了高技术产业软环境中的政府因素,对政府在高技术产业软环境建设中的作用范围和作用机制进行了分析,从而为政府在高技术产业发展的制度安排方面提供了新的理论依据。最后提出了政府优化高技术产业软环境的基本策略。

The paper delimits Hi-tech industry soft environment with generalized transaction cost, discusses factors about government in Hi-tech industry soft environment, mechanism and scope of government in the enhancement of Hi-tech industry soft environment. This provides new theoretical basis for government drawing up system planning of Hi-tech industry development. Finally, the paper brought forward the fundamental strategies for the administrative committee of science park to improve Hi-tech industry soft environment.
