我们肇东市非公有制经济坚持以科技创新为领衔，逐步加大科技进步实施力度，全力推进科技质量工作，使中小企业逐步向科技型、效益型转变。几年来，全市共实施省级以上科技项目27项，完成技术改造157项，取得科技成果12项，申请专利161项，其中发明专利32项，开发新产品87个。由于科技进步因素带动了非公有制经济发展，去年全市共实现中小企业增加值165400万元，总收入640650万元，总利税45640万元。我们主要作法是：①加大科研投入，靠科技上项目；②坚持新工艺、新技术的综合利用，不断强化品牌的质量和管理；③坚持科技人才的引进与培养，不断提高中小企业整体素质。
