关于基层干部教育培训的调查与思考

干部教育培训是提高干部素质和能力的重要途径。2003年以来，中央就提出了大规模培训干部、大幅度提高干部素质的总体要求。2006年，中共中央又颁布了《干部教育培训工作条例（试行）》，对干部教育培训工作提出了新的更高的要求，特别是党的十七大报告明确指出“要继续大规模培训干部，充分发挥党校、行政学院、干部学院作用，大幅度提高干部素质。”为了适应新形势新任务的需要，如何进一步加强和改进干部教育培训工作，大幅度提高干部素质，成为了当前各级党组织面临的重大任务。近年来，各地都对如何搞好干部教育培训工作作了一些探索和尝试，笔者在自己的工作中也深感这是一个值得认真调研的课题，特别是基层干部教育培训问题的调研与思考更是摆在基层各级组织面前的一项新课题，为此，笔者在近几年当中对这个问题做了深入的调研，通过座谈会、问卷调查、走访等形式进行了有益探析。

In 2006, the Central Committee of the CCP has promulgated ＂the Cadre education Training Work Rule （Implementation）＂,proposed to the cadre education training work the new higher request,specially party＇s 17 big reports explicitly pointed out ＂must continue to train the cadre massively,displays the party school,the administrative institute,the cadre institute function fully,improves the cadre quality large scale. ＂ In order to meet the new situation new duty need,how further strengthens and improves the cadre education training work, improves the cadre quality large scale, has become the significant duty which the current all levels of party organizations face. In recent years, how did each place all to do well the cadre education training work to make some explorations and the attempt,the author in own work also deeply felt this was a topic which was worth investigating and studying earnestly,specially the basic unit cadre education training question investigation and study and the ponder was suspends front basic unit all levels of organizations a new topic,for this,the author in middle has in recent years made the thorough investigation and study to this question, through the symposium,the questionnaire survey, visited and so on the forms to carry on searched beneficially analyzes.
