论烟草行业商业体制的改革

烟草行业旨在做大做强、应对外烟冲击和提高国际竞争力的改革目前主要在工业领域进行，但是笔者认为烟草行业发展的最大瓶颈制约是在商业而不是工业领域，商业体制不仅严重制约了商业本身的发展，也制约了整个烟草行业的发展。

The tobacco profession is for the purpose of doing does greatly strong,should the foreign smoke attack and enhances the international competitive power the reform mainly carry on at present in the industry domain, but the author thought not only but the tobacco profession development the biggest bottleneck restriction was in the trade is not the industry domain, the commercial system has restricted the commercial itself development seriously,also has restricted the entire tobacco profession development.
