资源开发利用的空心化现象说明伴随着经济的增长资源基础不断削弱。由于资源环境的公共产品属性和外部性特征,市场失灵就成为必然;政府制度安排的不到位、不合理、不及时,就体现为政府失灵。市场失灵和政府失灵的同时出现既是资源环境问题的根源,也是改革、完善的方向和重点。

The hollow-rization phenomenon on exploitation and utilization of natural resources explains that accompanying economy increases but the resource basis weakens.Because of common product attribute and outside characteristic of resource environment,the marketplace is out of order becoming necessity right away.Unreasonable,no timely,short of arranging for government system,the government is Out of order.Out of arranging for government system,the government is out of order.Out of order of marketplace and government,they are both resource environment problem origin and direction and prioity reforming, improving and perfecting.
