城市地下空间开发使用权管理问题研究

On the Management of Urban Underground Space Development and Utilization

我国城市发展速度不断加快,土地利用与土地资源的稀缺性之间的矛盾日益加剧。在土地平面开发模式逐渐转变为立体开发模式的过程中,地下空间的开发利用及其使用权管理相关的诸多问题却没有被妥善处理。为了能够更好地管理土地资源,达到集约合理利用的目的,我们对地下空间的开发利用及权属管理应当慎重对待。

With the accelerating urban development in China, the contradiction between the land using and the scarcity of land resources is getting serious. In the process of transforming land development patterns into three-dimensional model, many issues about the development and utilization of underground space and the ownership management has not been properly resolved. In order to better management of land resources and to achieve the objective of intensive rational use, we should treat the development and utilization of underground space and ownership management carefully.
