Traditional job discrimination theory always ignores the non-agriculture in the process of discrimination. This article analyses the origin of system discrimination against rural immigrant workers. The argument is that the shortage of supply in the rural immigrant workers is caused by both employment discrimination and low wage based on residential registered system, not by the district transform of investment focus.
