大学章程在大学发展中具有举足轻重的作用,它不仅是大学设立的合法基础,而且是连接大学和外部社会的纽带。大学章程还是大学自我治理的宪章,使得社会参与大学合法化,它对于创新现代大学制度具有十分重要的作用。外国大学一直都有自己的大学章程,但我国自己的大学章程似乎被忽略了。本文旨在通过追溯大学章程在我国的发展历程,以期能对我国现在大学章程的建设起到一定的借鉴作用。

The university constitution plays a decisive role in the development of universities. It is not only the legal foundation for universities＇ establishment but also the link between the university and the society outside. The constitution of universities is also the charter for self-administration of universities, thus legalizing social participation in universities. It has a very important effect on the innovation of modem university systems. Universities in other countries have always had their own constitutions while universities in our country seem to have neglected our constitutions. This essay is just a reference for making constitutions through retrospect on the development course of university constitution in China.
