在新形势下,党和政府高度重视和积极应对公共事件中的谣言传播,是妥善处理公共事件的重要环节,是对新时期党的综合执政能力的新考验,是对思想认识、工作思路的新要求,同时,还要善于从国际大背景和中国的国际形象方面来思考问题。公共事件中谣言传播主要是通过网络、手机短信、广播电视、报刊图书和口头等途径进行的,其浅层原因是非正常途径传递的信息出现失真,给人们带来片面的甚至是歪曲的信号;深层原因是谣言的制造者为了一定利益集团的利益需要,制造、散发与事实不相符的谣言,以达到某种目的。因此,必须切实采取措施,增强预见性,及时地做好信息公开发布、扩大正面信息的辐射面、加强宣传教育和管理工作。

Meanwhile, it is desirable to reflect on problems from the internatioal background and China＇ s international images. The spread of rumours is mainly done through network, cellphone messages, radio and TV, newspapers and books, or in a verbal way. There are both superficial and deep - going reasons about it, either bringing people some one - sided and even distorted messages, or achieving certain purposes for some interest groups. Therefore, we must build up effective prediction, release information publicly, extend the scope of positive information and reinforce publicity, education and management.
