2008年8月5日，温家宝总理签署国务院令，公布新修订的《中华人民共和国外汇管理条例》（以下简称《条例》），自公布之日起施行。本次修订是对《条例》的全面修订，本文就其修订背景、修订原则和主要内容，谈谈如下看法。
On August 5, 2008, Chinese Premier Wen Jiabao signed a de cree of the State Council to pro-mulgate the newly revised Regulations of the People＇s Republic of China on Foreign Exchange Control （hereinafter referred to as ＂the Regulations＂）, which went into effect as of the date of promulgation. The revision of the Regulations this time means the making of sweeping changes to it.
