摘要
《中华人民共和国社会救助法(草案)》征求意见稿的公布,标示着我国社会救助立法取得了重要进展。但意见稿中有关社会救助模式、社会救助标准、社会救助主体资格及申请程序等问题都需值得商榷。文章通过借鉴欧美发达国家经验并结合中国实务,提出了一些可行性建议。
The draft China Social Assistance Law was enacted at August 15, 2008, but the draft has some drawbacks in the respects of assisting model, assisting standards, assisting eligibility, applying procedures and mechanism to withdraw the social assistance. Combined China＇s real situations with experience from Europe and the United States, this article put forwards relative feasible suggestions.
