国外高校外部评价实践及其借鉴意义

以英、美为代表的高等教育外部评价已经走过了相当长的历史进程,并已逐步走向成熟,高等教育评估中介机构在国外高校绩效评价中占有重要的地位。政府通过政策与制度保障措施、资格评估等手段,来调控高等教育评估中介机构;高等教育评估中介机构则通过建立自我管理的元评估机构和严格的自律机制,来防止政府对评估活动的过度干预。通过对英、美等发达国家高校外部评价实践的介绍,指出了对我国高校外部评价构建的借鉴意义。

It has been long since the external evaluation of higher education institutions in the United States and Great Britain. The third party evaluation of higher education institutions plays an important role in the performance. The governments control the third party evaluation through policies, rules and qualification evaluation. However, the evaluation institution establishes a strict policy to prevent government from interference.
