完善城镇职工基本医疗保险个人账户的建议

The Propsal of Improving Personal Accounts of Medical Insurance for Urban Workers

通过文献研究和规范分析,发现我国城镇职工基本医疗保险个人账户的费用控制和积累作用发挥的不理想,对产生这种现象的原因进行了分析,并提出从控制医疗费用开支、应对人口老龄化和政策的延续性角度考虑,现阶段个人账户在一定时期内仍有存在的必要。结合"建立一个人人享有基本医疗卫生服务制度的理念",建议现阶段应加强个人账户监管,规范个人账户的使用,今后逐步弱化个人账户功能,使其过渡到门诊统筹范畴,增强城镇职工基本医疗保险的保障力度。

Through the study of literature and standard anlysis, found that the medical insurance for urban workers in controlling the cost of personal accounts and in accumulation is unsatisfactory. This articles analyzed the causes of this phenomenon-and proposed that in consider of controlling medical expenses, response Aging of the population and the continuity of policy, the personal accounts should still exist in a certain period. Combine the idea of creating a fundamental right of everyone in medical and health services system, at this stage the personal accounts should be strengthen the supervision, regulate the use of personal accounts.In the futrue, gradually weaken it, and then transition it to co-ordinate out-patient areas, and enhance the protection efforts of medical insurance for urban workers.
