国内外社区卫生服务评价研究进展

Analysis for Assessment Evolution of Chinese and International Community Health Service

从国内和国外两个角度综合分析了社区卫生服务评价进展。认为,国内研究主要通过文献复习、Delphi等方法选择建立评价指标和评价体系,并进行效度和信度的检验;在评价方法上,主要采用因子分析法、数据包络分析法(DEA)、层次分析法等。在社区卫生服务卫生经济学评价主要采用成本——效果、效益进行资源的利用和配置评价。国外社区卫生服务则以英国、美国、加拿大和澳大利亚等国家为例进行了介绍。最后研究建议改变评价思路,建立以目标管理为核心,目标评价和过程评价相结合的绩效评价办法,建立以居民满意度为主的评价体系。

This paper discusses the assessment evolution of community health service （CHS） in national and international countries. In the national study, literary review and Delphi method are used to choose and construct the indicators and indicator system. Factor analysis, DEA and AHP are used in the assessment methods. CEA and CBA are used in the CHS economic assessment for resources utilization and allocation. Example of England, America, Canada and Australia are introduced in the international CHS. Lastly, this paper suggest that change assessment route, oriented target management with target and process performance assessment, focused on the assessment system of client satisfaction.
