摘要
水利水电行业长期以来深受计划经济体制的影响,重建设轻管理、重投入轻产出,往往不太重视经济效益和投资效益,进而造成水利水电工程投资失控,普遍存在"超三算"现象,即决算超预算、预算超概算、概算超估算。如何利用工程造价管理对水利水电工程加强投资控制的研究,是摆在我们面前迫切需要解决的一个问题。结合大岗山水电站工程建设管理实际,分析承包商和监理单位造价控制作用,提出了在水利水电工程建设实施阶段业主投资控制的有效手段和具体方法。
Water resource and hydropower industry has been influenced by the planned economic system paying attention to construction and input and neglecting management and output.Economic benefits and investment returns were ignored then,resulting water resource and hydropower project cost out of control.In this paper,project cost management for water resource and hydropower projects is researched.According to experience from construction management of Dagangshan hydropower project,cost control by the Contractor and the Supervisor is analyzed and effective and actual methods for investment control performed by the Owner during construction stage of project are presented.
