摘要
通过分析,发现厦门市人力资本现状并不理想:人力资本投资机制尚未全面形成,人力资本提升的激励机制尚不健全,人力资本提升的可持续性机制尚未完全建立。指出厦门市应进行制度创新,为人力资本的提升创造良好的制度环境。
The present status of human capital in Xiamen is not satisfactory-mechanisms have yet to establish and complete to secure profitable human capital investment, encourage its incentive practice and sustain its upgrade progress. Xiamen should try to create an enabling environment to secure the human capital enhancement in the city.
