制度变迁以具有报酬递增理论价值的新的生产要素为自己的对象；通过收益内部化和成本外部化使新的生产要素的应用价值不断逼近理论价值，是制度变迁的方向；最终通过适合新的生产要素生产力发展要求，实现要素的资本化，形成异质资本。建立新的制度模式。

The theory value of increasing returns,being a new production factor,is regarded as an object of study for the institutional changes,which will try to make the application value of the new production factor as close as the theory value.Consequently,it is a tendency of the institutional changes.
