摘要
为解决政府信息化投资过程中协调决策问题,提出了一种基于二层规划的决策模型。其中上层是实现政府信息化投资整体效益最大化模型,下层是获得信息化资金的各企业效益最大化模型。对上层规划问题和下层规划问题均采用混沌算法求解模型的最优解。最后结合算例进行了模型应用,为政府的信息化投资决策提供了理论依据。
For improving the cooperation decision - making across the process of government informatization invest, a decision model based on bi - level programming was proposed, in which the upper level was the government investment benefit maximization model and the lower level was the enterprise benefit maximization model. The chaos algorithm was used for getting an optimal solution of the upper level programming problems and the lower level programming problems. Finally, application example was introduced. This model provided theoretical foundations for government information investment decision.
