摘要
2003年3月1日开始实施的《农村土地承包法》,巩固和完善了农村基本经营制度,确认了家庭承包经营的法律地位,保证了家庭承包经营制度的长期稳定。在稳定家庭承包经营制度的前提下,允许土地承包经营权的合理流转,是我党农村土地政策的重要内核。在解析农村土地使用权流转的基础上,进而分析其存在的问题,并针对所存在的问题提出完善农村土地使用权流转机制的对策。
＂Law on Land Contract in Rural Areas＂ which carried out in March 1st in 2003 consolidated and improved the rural basic management systems and confirmed legal status and long - term stability of the household contract system. Allowing the reasonable circulation of rural land contractual management right on the base of stability in household contract system is my party＇s core policy. This article firstly analyzes the circulation of rural land use right, and then analyzes the existing problems, at last puts forward the measures of improving moving mechanism of rural land use right targeting the problems.
