摘要
处理问题是管理的基本任务。提出问题、分析问题与解决问题的能力是管理水平高低的标志。问题管理系统应该具有量化分析的可追溯性与可比较性,形成人机对话机制。提高组织解决问题的"自组织性",是"相关管理"(the Relativity Management)的主要目标。
Handling problems is the primary task of management. The ability to raise, analyze and solve problems is the benchmark of the level of management. The problem management system should be characterized by traceability and comparability of quantitative analysis. To form a man-machine dialog system and to raise the "self-organization" of solving problems are the major targets of relativity management.
