There is a close relation between criminal policy and penalty execution. The criminal policy can guide execution of penalty; on the other hand, penalty execution is an important practice channel for the criminal policy. The criminal policy of tempering justice with mercy is a basic criminal policy at present. It is helpful to transform the way of penalty execution and refresh idea of execution of punishment in China. It can help us to correct all kinds of wrong conducts and complete our penalty execution system.
