中国对外经济失衡是国内高储蓄未能充分有效转化为投资和过度依赖出口发展经济的结果,也是国内经济失衡和美国国内经济失衡双重耦合的结果。中国经济要又好又快发展,必须矫正对外经济失衡,在经济全球化进程中实现对外经济基本平衡和国内统筹发展的结合,重点是进一步建立和完善覆盖城乡的社会保障体系,提高国内金融中介的效率,实施内需主导型的发展战略。

The imbalance of China＇s foreign economy is the result from high national saving that is not converted into domestic investment as well as the adoption of a development strategy that depends heavily on export, which results from the mutual coincidence of China＇s disequilibria in its domestic economy with those in America. To seek after a healthy and fast-growing economy, China should remedy its imbalance in foreign economy, to achieve a better com- bination of a basic balance of foreign economy with overall planning in domestic development, the special emphases should be put on the establishment of social security system covering rural and urban areas, the efficiency improve- ment of domestic financial intermediaries, and a domestic demand-oriented development strategy.
