中国对外开放可分为四个阶段:外贸管理体制实行放开搞活、下放经营权;培育外贸企业成为真正的市场主体;贸易自由化、建立与国际规则接轨的开放型经济体制;开放型经济体制面临进一步完善与创新。开放型经济建立之初进行的外贸体制改革的主要经验是:成功解决了如何在体制转型中实现贸易自由化,经济特区和沿海开放城市创造了区域突破的经验,正确选择了出口导向型发展战略。同时,系统总结了中国开放型经济的五方面的基本特征,并前瞻走向。

Chinese opening-up includes four stages： unloosening foreign trading mangagement and transfering operating right to entenprises; clutivating foreign trading enterprises being the main market subjuect; trade liberalisation and integrating with international trading regulation; further perfect and innovation. The main experiences of foreign trading system reform in the beginning stage lies in： we has successfully sovled the problem of implementing trade liberalisation in system transition;we have made regional breakthrough in special economic zones and coastal cities opening to the outside world; choosed the right developing strategy-export oriented strategy. What＇s more, in this article we have systemically summarized the five basic features and made some expection on the further development of Chinese opening up oriented economy.
