摘要
第二代农民工是最有市民化诉求且亟待市民化的群体,但市民化的进展较为缓慢,根本原因是政府担心无力承受市民化过程中第二代农民工权力保障,以及城市公共服务享受的资金需求而延缓了制约第二代农民工市民化的制度改革。在测算第二代农民工市民化的社会成本,分析第二代农民工市民化与相应制度改革的关联性基础上,提出第二代农民工市民化的整体思路与政策组合。
The second generation peasant workers are eager to be citizenized, but the course is very slow, because government worry about it can not support the capital of a series of ensuring interests and enjoying commonality servings in the course of the second generation engineering citizens, and reins in the speed of innovation systems that restrict the second generation peasant engineering citizen. Basing on this worry, this paper calculate the society cost, study the connection of the second generation peasant engineering citizen and system reform, and based on the social cost conceive a systemic policy combination.
