Policy Experimentation of Turning Migrant Rural Workers to Urban Residents

统筹城乡经济社会发展是工业化发展到中期阶段的客观要求。重庆市统筹城乡综合配套改革的调研证明,统筹城乡经济社会发展的关键是在工业化和城镇化的进程中解决好农民工问题,它必须在统筹城乡发展的视野下进行系列化的制度创新才能成功。在改革的过程中,既要争取成功,也要宽容失误;在制度创新的过程中,既要争取新制度的完善,也要给中间制度的创新预留更多的"空间"。

Economic and social development in urban and rural areas must be coordinated while the modernization of the industry has entered the middle stage. The experiences of the comprehensive reform launched in Chongqing proved that the key of balancing urban and rural development, in the process of industrialization and urbanization, is to solve the problems of migrant rural workers, whom we are trying to turn to urban residents, and could make success only by system innovation. When reform is implemented, though success is to be achieved, mistakes and failures also should be tolerated. In system renovating, the initiator should strive to perfect the system and leave some developing space for further system innovation as well.
