Assessment Indicator System for Technology-driven Human Capital Accumulation——An Empirical Analysis of the Driving Force of Science and Technology in the Current Stage in Guizhou

建立科技驱动人力资本积累评价指标体系对于实践科学发展观、进一步提升科技驱动能力和实现经济社会跨越式发展均有着重要意义。从科技人力资源、科技活动经费、科研能力和社会生活信息化四个方面构建指标体系,可估算出现阶段贵州省科技驱动人力资本积累与全国平均水平的接近程度。

Establishing an assessment indicator system for technology - driven human capital accumulation is of great significance to applying the Scientific Outlook on Development, further enhancing the driving force of science and technology and bring- ing about leapfrog economic and social development. This paper constructs an indicator system from four aspects, i.e. human resources in science and technology, expenditures in science and technology, scientific research capacity and informationalization of social life, and estimates how technology - driven human capital accumulation in the current stage in Guizhou approaches the national average.
