Social Development Evolution Track and Its Extension since 30-year Reform and Opening-up

我国30年改革发展的最突出成就是实现了社会发展阶段的历史性变化。这既是改革开放的历史贡献,也是新阶段改革发展的历史起点。适应以经济快速增长与资源环境约束、公共需求全面快速增长与公共服务不到位为主的新阶段矛盾变化,需要转变改革发展理念,树立以人为本的科学发展观和改革观,深化市场化改革以保持经济可持续发展,推进基本公共服务均等化进程以促进和谐社会建设。

One of the most outstanding achievements of China＇s reform and development in the past 30 years is the historic change of the Stage of social development. This change is not only a historic contribution of reforms and opening up but also historically a new starting-point for the reform and development in the new period. In order to address the changing major contradictions, i.e., contradiction between rapid economic growth and resource and environment-related constraints, and the one between comprehensively rapid growth of public needs and the lack of sound public service systems, it is necessary to change the outlook on reform and development to practice the people-oriented scientific development and reform, deepen market-oriented reforms to maintain sustained and rapid economic development, and advance the process of equalizing basic public services to promote the building-up of a harmonious society.
