西安市纺织城旧城更新与消霸生态新区互动建设可能性初探

Feasibility Stud on the Inteteraction Ptanning of Textile Old Citv Renewal and Chan-Ba New Ecological District Construction in Xi＇an

西安市政府组织编制了129.9平方公里的沪灞生态区总体规划，对区内的发展，建设均有周详的考虑，但对紧邻的纺织城旧城区几乎未涉及。纺织城曾是西北最大的棉纺织工业基地，如今支柱产业衰落，成为日渐凋敝的“旧城”，出现多种急需解决的问艇。由于纺织城与沪灞生态区在西安市发展中均占有异常重要的地位，若将二者建设完全割裂开，将使新区的建设不能促进旧城的更新，对西安市整体的发展，构建和谐社会不利。虽然学术界关于新旧城发展已进行了许多探讨。但是较多地只是针对旧城和新区出现的问题分别进行，在互动关系的研究方向，由于各地发展地区，城市的差异甚大，国内的城市规划学科尚未有成系统的理论，也无可直接应用的成熟经验。本论文以西安纺织城和游矗生态区两者的协调发展为目标，对其互动建设进行了论证及方案探讨。

The government of Xi＇an has set up Chan-Ba Ecological District Planning which covers 129.9km^2.But few considerations are taken to the surrounding environment, especially for the textile city. The old textile city close to the new region used to be the largest cotton textile industrial base in Northwest of China. As the textile industry declining recently, it gradually becomes depressed. Serious problems in it need instant solutions. Both of Chan-Ba Ecological District and textile city are crucial in the development of Xi＇an. If we simply consider them respectively, the construction of new district will not promote the old city＇s development. However, it is harmful for the whole development of Xi＇an and the construction of “a harmonious society”. Although academics in the development between new district and old city have done a lot of work in this field, most of them are only for the old city or focusing on the issue of new district. Few comprehensive analyses in the interaction of old city renewal and construction of new district exist in Chinese urban planning theory. So it is significant for us to study on the topic. This paper aims to provide planning advice and measures of interaction and make program comparison and implement forecasting.
