我国储蓄与投资所面临的问题是：一方面储蓄高速增长，另一方面投资资金严重短缺。在此情况下，应加快储蓄形式及转化机制的变革，适应储蓄结构的特点，拓展金融储蓄的外延；改革投资管理体制，建立投资风险约束机制，健全各种投资基金，加快储蓄向投资的转化。

Abstract The high-speed deposits and shortage investment funds are the issues in our deposits and investment.Therefore,the change of saving form and mechanism should be quicken,the extension of the financial saving should be enlarged,the control system of the investment should be changed ,the mechanism of the risk constraint should be set up, all kinds of investment funds should be perfected and the transform of the saving and investment should be accelerated.
