土地整理是促进耕地占补平衡的有效手段,实施土地整理工程可以增加有效耕地面积,提高粮食生产能力,改善和保护生态环境,促进农业生产发展。但土地整理项目是否可行及实施效果如何,需要对其改造方案进行可行性检验。通过土地开发整理需涉及的工程、经济、财务、生态、政治、社会等方面的分析,构建一套完整的土地整理项目可行性检验方案,实现土地整理项目的可行性论证与优化设计,完善项目实施,从而推进土地的节约、集约与可持续利用。
