我国征地问题的制度经济学分析及对策

Institutional Economic Analysis and Countermeasures of Our Country's Land Expropriation Problem

首先回顾了我国征地制度演变的历程,分析了我国现有的征地制度暴露出为数不少的急需改革与调整的新问题及其原因。在此基础上,结合社会主义市场经济体制对征地制度改革的要求,提出了改革的新思路。通过集体自有模式和土地所有权入股模式来实现农地的所有权价值和使用权价值,同时建立制度保障体系以实现征地制度的最终变革。

The stage that land expropriation system evolved in China was first reviewed,and new questions and the reasons of a number of urgently needed reform and adjustment to land expropriation system of our country were analyzed. Based on the analysis, the new idea of reform was proposed, combining request of social market economic system to land expropriation system. The value of farmland property fights and the land use fights was realized according to the pattern of collective innate and buying stock through the land. Moreover the reform in the system safeguard aspect as well as the related sets of measures was carried on to realize the land-levying system＇s final transformation.
