扶持资源型城市转型的公共政策方案应在明确政策问题根源的基础上。依据政策问题的影响因素和作用机制,综合考虑后制定"标本兼治"的政策方案。资源型城市公共政策问题的根源在于资源不可再生矛盾突出、接续替代产业发展缓慢,在此基础上体制、资金、技术、人才、区位等影响因素相互作用形成了传导机制。制定公共政策的关键在于建立资源开发补偿机制和衰退产业援助机制,同时也应注重体制创新、机制创新、技术创新、区位创新等政策的配套性。

The root of public policy issues of resource based city lies in that resources is unrenewable and the substituted industries develop slowly. Besides, the system, financing, technology, manpower and geography factors interacting to each other engender transmitting mechanism. Therefore, the key point of making up public policy is to erect resources compensation mechanism as well as supporting mechanism of declining industry, and put emphasis on system, mechanism, technology and geography innovation.
