Based on the illustration of the direct, rule and rally ability of community culture, analyze the functionality of community culture, for example, create an ideal family for seniors, provide a base of quality training for children, ease the work pressure of community members. This article proposed a method of strengthening the community culture construction： governments set up and complete the management mechanism, construct the community culture team and network, organize colorful community activities.
