对广东东莞 IT 制造业集群的案例考察发现.本地集群创新网络将随着外资企业的角色演化和战略转变,依次经历四个演化阶段,形成以外资企业为核心的创新组织机构,并有效推动本地集群创新网络的升级。但集群企业对外资企业的过度依赖,容易降低其自主创新能力,形成集群企业自主创新能力不足的路径依赖,使本地集群企业长期被锁定在全球价值链的低端。

Based on the research of Dong Guan IT cluters, the author finds the native innovation network will evolve with the transformation of foreign capital enterprises and form innovation structure based on foreign capital enterprises. But depending on foreign capital enterprises too much will reduce its self-innovation capability, result in deficiency of its self-innovation capability and make native industry clusters locked in the bottom of the global value chain.
