政府主导:解决人民群众看病难看病贵的“钥匙”

Government-led idea: key of solve the problem which medical treatment is difficult and expensive

2008年10月中旬公布征求意见的《关于深化医药卫生体制改革的意见》有许多亮点,其中最突出的是强调新一轮中国医疗体制改革必须坚持政府主导。这不仅是由政府性质和医改任务所决定,而且直接针对目前客观存在的医疗卫生领域公益公平的缺失、经济和社会失衡的风险。坚持政府主导将促进政府转变职能,在建设服务型政府过程中,从根本上缓解人民群众看病难看病贵。

There were a lot of bright spots in the report ＂the advice regarding to deepening reform of the medical and health＂, which was announced in mid-October, in order to ask for the precious suggestions from the public. Among the report, the most prominent idea was to emphasize that the new round of reform in China should stick to government-led medical reform which not only decided by the nature of government and the task of the reform, but also directly responsed to the objective realities in the field of medical health such as the obvious disparities of public welfare, economy and society. The author suggested that government-led idea should promote the government to change the functions during the process of building a service-oriented government, fundamentally solve the problem which medical treatment was difficult and expensive.
