医院信息系统的研究

Research of hospital information system

医院信息系统是一个综合性的信息系统,功能涉及到国家有关部委制定的法律、法规。包括医疗、教育、科研、财务、会计、审计、统计、病案、人事、药品、保险、物资、设备等。由于医院信息系统的特殊性,既往开发人员往往精通电脑而不精通财务或精通财务而不精通电脑,致使医院信息系统的设计开发不能完全达到财务要求,从而在医院收费、药品和卫生材料、价格管理等系统中出现问题。建议由卫生部信息化工作领导小组办公室协调,组成包括信息、医疗护理、财务管理、物价收费等各方面专家的课题组,对医院信息系统进行开发研制,推广应用于全国各医疗机构,使医院信息系统保证与我国现行的有关法律、法规、规章制度相一致,并能满足各级医疗机构和各级卫生行政部门对信息的要求。

The hospital information system is a kind of synthetic system, the functions of which involve in the laws and regulation formulated by the national departments concerned, including medical treatment, education, scientific research, finance, accountant, auditation, statistics, medical record, human resource, medicine, insurance, objects supply, equipment and so on. Because of the speciality of the project, the developing technicians are generally proficient in computer but not in finances, or proficient in financesbut not in computer which has led to that the hospital information system can not completely make needs to the finance, and problems occur in the managing system of charge, medicine, hygiene materaial and prices. We suggest that the leadership group of the National Health Department on hospital information system should be composed of the experts on information, medical care, finance, commodity prices etc. To develop the hospital information system and extend the developed system to the medical institutions all over the world, which will be accorded to current laws and reguahions and make to the needs of both medical institution and the administrations concered.
