摘要对华官方发展援助是欧盟对华最富有效力的政策实施工具,并且随欧盟整体性对华政策的调整经历了相应的变化。未来对华援助的力度将得到进一步的强化,但欧盟对华政策所包含的矛盾性将对中欧关系及对华援助的进一步发展产生一定的消极影响。 EU＇s official development aid towards China is one of its most efficient policy instruments, and has, conforming to EU＇s general policy reform towards China, experienced some great changes since early 1980s. It is sure that EU＇s official development assistance to China will be intensified in future. However, both Sino - EU relations and the official development assistance to China will be negatively affected by the inconsistency contained in the EU＇s general policy towards China.
