中国地方政府科技管理的问题与对策

Problem Analysis and Suggestions on Provincial Governments' Scientific & Technological Management in China

分析当前在中国地方政府科技管理中存在的问题,并提出相应的对策,具有重要的现实意义。地方政府科技管理在理念上存在对科学技术及其功能认识不全面等问题,在体制上存在科学技术与经济系统协调不足、职能同构、政府管理部门之间缺乏相互协调等问题,在机制上存在"技术导向"的路径依赖、管理内容单一等问题。应当积极变革,构建定位合理、内容全面、整合协调、需求导向的地方政府科技管理体系。

It is significantly important to analyze provincial governments＇ scientific ＆ technological management activities in China, and to give suggestions for solving the problems from the view of public management. There are some obstacles in aspects of S ＆ T management such as the understanding, the governing system and the managing mechanism. Several reforming actions are being demanded and finally a more rational management system which is logistically located, with vivid provincial characters, with full scope of governance and services, collaborated ＆ coordinated and demand leading should be achieved.
