国有勘测设计单位企业化绩效考核管理探索

摘要 随着市场经济的发展,国有大型勘测设计单位由事业单位体制转换为企业单位体制后,其管理中的核心改革之一是薪酬制度的企业化改革,而绩效管理是企业薪酬管理中的重点。贵阳院建立了以目标管理为核心的企业绩效考核管理体系,以年度考核目标为主体,对总体目标进行分解、细化,制定了具体、翔实、具有可操作的目标,从而创造性地建立了一套有效的、符合贵阳院生产经营特点的激励与约束体系,逐步实现了企业价值与员工价值的”双赢”。本文就此问题谈谈工作实践以及相应的认识和体会。 Abstract: As the development of market economy, state -owned large scale investigation and design enterprises have been reformed from institution mechanism to enterprise units mechanism, one of the core reformations is enterprise salary system, performance management is the key part of enterprise salary management. According to this condi-detailed and practical goals for each department and personnel, forms a set of effective ncentive and constraint system which accords with the production and management characteristics of GHIDRI, achieves the win - win results for both enterprise value and personnel value. This article gives a discussion on working practice and accordingly cognition and experience to the problem.
