摘要
节水型社会建设的核心任务是形成安全、高效和可持续的水资源利用与管理机制,关键在于制度建设。根据长江流域的特点,提出了长江流域节水型社会制度建设的框架体系,主要包括宏观调控机制、市场调节机制以及社会运行保障机制等,并给出了相应的政策建议。
The core task of the water-saving society construction is to develop the safety, highly efficient, sustainable water utilization system. Its key problem is institution construction. According to the characteristics of Changjiang River basin, the framework of institution construction of water-saving society, which includes the government macro control system, market regulating system and society operating guarantee system, is put forward in this paper. Furthermore, several corresponding policy suggestion is presented.
