摘要
为提高危险货物运输应急能力和改善危险货物运输应急管理,分析我国危险货物运输应急管理机制的运行特点,选取3个应急管理阶段的各种应急反应能力作为评价对象;基于层次分析和模糊综合评判法(AHP-F),建立应急能力评价指标体系和评价模型;应用企业实例对各种应急反应能力进行分析.实证表明危险货物应急能力评价模型的科学性和可操作性,在危险货物储运企业中使用该模型有助于提高应急反应能力.
In order to enhance the emergency response capability and improve the emergency response administration in hazardous materials transportation, under analysis of the characteristics of emergency administration in hazardous materials transportation in China, the various emergency response capacities in three emergency stages are chosen as subjects to establish an assessment index system and on assessment model, based on AHP-F. All kinds of emergency response capability in hazardous materials transportation are analyzed according to the examples of enterprises. The results show that the index systems and the models are reasonable as well as feasible, which can be broadly utilized to improve ERC by enterprises in hazardous materials industry.
