摘要
我国的农田水利设施大部分兴建于20世纪七八十年代,目前,这部分农田水利设施大多已严重老化,处于闲置或废弃状态,然而这部分农田水利设施却没有得到应有的重视和相应的妥善处治,这部分农田水利设施不仅长期占据我国大量的土地资源,而且影响农业生产和村容村貌,一些废弃机井、池塘和蓄水池还常导致人畜安全事故的发生。如何妥善处治这部分农田水利设施已成为新农村建设中亟待解决的突出问题。在深入分析这些农田水利设施特点的基础上,提出了解决这一问题的基本思路、有效途径和关键技术方法。深入探讨了旧有设施修复与改造技术、在新的土地整理或农田规划中的再利用技术、土地资源释放、续耕修复技术和建筑垃圾资源化利用途径。结合案例论证了旧有农田水利设施修复与再利用的经济效益和社会效益。
Most irrigation and water conservancy facilities in China were constructed in the 1970s or 1980s. At present, most of them are old and idle or abandoned. However, this part of irrigation and water conservancy facilities have not received due attention and proper treatment; they not only occupy a lot of land resources, but also affect the agricultural production and the new look of a village. Some of the abandoned wells, ponds and reservoirs are also harmful to animals and human beings. How to properly handle this part of irrigation and water conservancy facilities has become an important issue in the construction of a new countryside. This paper is an attempt to analyze the characteristics of this part of irrigation and water conservancy facilities, address the issue of the basic ideas, effective ways and key technologies. An in-depth study is made of the technology for the repair and modification of old facilities, the reuse technology in land consolidation and farmland planning, the release of land resources and restoration technology. This paper is another attempt to demonstrate the economic and social benefits of reusing the old facilities.
