This paper proceeded with the connotation of the ＂double qualified＂ teachers, and proposed the concrete measure of the construction of ＂double qualified＂ teams of vocational college by analysis the introduction, the institutional improvement, the cultivation measure of ＂double qualified＂ teachers of Ningbo Vocational Technical College.
