限制、禁止开发区旅游业发展思路探索——以云南省为例

Discussion on the Tourism Development Approach in the Limited and Forbidden Development Areas——A Case Study of Yunnan

根据国家"十一五"规划《纲要》对主体功能区划的界定以及结合云南自身区域特征,在今后的功能区划中云南省大部分地区将被划入限制和禁止开发区域。旅游业作为云南省的支柱产业想要在限制、禁止开发区域得到合理、高效的发展,就必须遵循主体功能区划的产业政策,走可承载的生态旅游之路,切实加强对限制、禁止开发区域的承载力监督与管理,严格控制景区游客容量,实现经济效益和生态效益的最大化。

According to the main-function zones division policy released by our country and the regional characteristics of Yunnan itself, most areas in Yunnan will be divided into limited or forbidden development areas. If the tourist industry, which is one of the pillar industries in Yunnan, wants to have a reasonable and efficient development in these areas, it will have to strengthen the surveillance and management on the limited and forbidden development areas＇ supporting capacity, and strictly control the tourist numbers in scenic areas, at the same time, improve the traveling reception facilities and the matching facilities, enhance the synthesis attraction of the sightseeing districts, and maximize their economic benefit and ecological benefit.
